Is currently owned by Linden Homes and will be leased to CBCT with a 125 year lease.
Will be leased to Wallington Ladies Cricket Club by CBCT after it has been leased from Linden
The lease to be drawn up with the Club will be based on a Club Development Plan which will require the development of mixed junior cricket and will allow the pitch to be hired by other teams (and the income used by the Club to maintain the pitch) and good club standards such as child protection and qualified staff
The club has regular fixtures booked throughout this season
The Cricket Square itself will be protected by a fence and other games will not be allowed on it
The rest of the Green will be a public open space with activities encouraged which do not damage the outfield.
Activities will be 'bookable' i.e. Trust approval will be needed for most organised activities, particularly the larger ones, but not for normal 'park' type uses, provided they do not conflict with activities which have permission to take place there.
The original Pavilion was built in 1947, according to Guards' Archivist, Major Peter Lewis, who wrote "All the huts on the Cricket Field were demolished and removed, the ground reinstated and a Cricket pavilion erected from salvaged material at the South East corner"
In the original Masterplan it was envisaged that the Sales and Information Centre would become a Pavilion (it was assumed it would be serving Cricket and other community purposes).
The precise way in which it might happen was not specified and the Trust would be granted £100,000 towards the cost of a pavilion. It was probable but not explicit that the Trust would be expected to make up any shortfall and the community representatives at the time assumed it would be 'donated' for the £100,000. Since it cost much more to build, it was not a wise assumption and, because the land on which the building sits is not included in the area identified for ownership by the community, Linden would be entitled to ask for the difference in cost, if not the actual value of the building (which is likely to be a great deal higher). In any event the building would become available in 2005 at the earliest i.e. not available for cricket until then.
The original Planning Application shows the Green without the old Pavilion but approval to take the building down is required in a Conservation Area regardless of whether it is actually taken down. Permission to remove it is not the same thing as a requirement to remove it.
Wallington Cricket Club would prefer a smaller, less costly building and wish to share responsibility for it with the Trust, which would like to use it for other community groups such as mother & toddlers groups, Bridge Clubs and the like. The £100,000 was not seen as sufficient by CBCT's Trustees to bring the old Pavilion up to modern standards. Linden, therefore, offered to rebuild the Pavilion with an additional £50,000 to make it achievable. This represents an increase to the contribution promised within the Section 106 Agreement.
If the present proposal gets planning approval the Sales Centre still has a condition requiring 'pavilion use'. Linden can apply for it to be removed. The Trust has suggested the building could serve as a Conference, Training and Function Centre for the development possibly including product launches.
